Chance Bridge Law Firm once again represented Shougang to respond to the anti-dumping review investigation initiated by Canada against corrosion-resistant steel sheet from China, helping Shougang to further consolidate and enhance its overseas competitive advantages.

Case Introduction


On October 31, 2022, the Canada Border Services Agency (CBSA) initiated an anti-dumping re-investigation of corrosion-resistant steel sheet originating from or exported from China, Taiwan Independent Customs Territory (ICT), Penghu, Kinmen, and Matsu (Chinese Taipei), and exported from India and South Korea to re-determine the normal value of the Chinese exporters.

International Trade and Compliance team of Chance Bridge Law Firm represented Shougang Group in this case. On April 26, 2023, CBSA issued the final ruling that Shougang had been granted cooperating enterprise status, assigned separate normal values, and had won the lowest tariffs (Shougang's tariffs were 3.6% and 8.5%, compared to 53.3% for other domestic enterprises).

This case is the second investigation initiated by Canada against the product. On July 26, 2018, CBSA initiated an anti-dumping investigation (the original investigation) and on January 22, 2019, issued the original final determination. The team of Chance Bridge Law Firm was commissioned by Shougang to participate in the response and helped it win the lowest duty rate in the country (ibid.).

Anti-dumping investigation brings challenges to enterprises, but also brings opportunities. The original overseas market share of the export enterprises not participating in the investigation will undoubtedly be occupied by other enterprises that actively responded to the investigation and obtained low tax rates. Shougang has actively participated in the investigation for two consecutive times and won the case, and its competitive advantage in overseas market has been further consolidated and enhanced.
