2025年7月18日，ICDPASO会员联合活动之全球产业链法律风险防范与争端预防机制研讨会在北京成功举办。本次研讨会以“探索中国-东盟-海合会相关机制下的联合商事争端预防合作”为主题，由国际商事争端预防与解决组织（ICDPASO）、马来西亚-中国商务理事会（MCBC，ICDPASO理事会成员）、亚洲多元争议解决研究院（AIADR，ICDPASO咨询委员会成员）共同主办，海丝中央法务区秘书处和中央财经大学法学院协办，中华全国律师协会（ICDPASO理事会成员）支持，北京卓纬律师事务所提供特别赞助。

开幕致辞环节，在ICDPASO秘书长贾珅主持下，ICDPASO理事长、中国国际贸易促进委员会副会长于健龙、马来西亚-中国商务理事会主席卢成全为本次研讨会致开幕辞。

主旨演讲环节，亚洲多元争议解决研究院主席桑德拉·拉铢发表主旨演讲，指出随着中国、东盟与海湾国家经贸联系日益紧密，建立以预防为核心的争议解决机制愈显重要。未来，亚洲多元争议解决研究院将与ICDPASO通过跨境培训、规则制定与线上机制建设等措施，共同打造高效、公平的商事争端解决生态体系。

成果发布环节，在嘉宾见证下，ICDPASO与亚洲多元争议解决研究院签署合作协议。随后，ICDPASO秘书处与中央财经大学法学院签署合作协议。

闭幕总结环节，ICDPASO秘书长贾珅对各合作单位和参会嘉宾的支持表示衷心感谢。他期待本次研讨会成果能够转化为务实行动，并表示ICDPASO愿与各方持续深化协作，携手完善跨境产业链法律风险应对机制，共同推动全球产业链更加安全、稳定与可持续发展。

本次研讨会为ICDPASO首场会员联合活动，来自中国、东盟、海合会相关国家商协会、法律界、企业及ICDPASO会员单位的近70位境内外嘉宾通过线上线下形式参会。未来，ICDPASO将持续深化与全球会员的联动协作，推动联合活动机制建设成果在更大范围内落地见效，以务实行动促进国际商事规则协调统一，助力全球多边合作体系的构建与完善。

ICDPASO Members’ Joint Event ——Seminar on Risk and Dispute Prevention Mechanisms in Global Industrial Chains Was Successfully Held

Beijing, July 18, 2025- The International Commercial Dispute Prevention and Settlement Organization (ICDPASO) Members’ Joint Event——Seminar on Risk and Dispute Prevention Mechanisms in Global Industrial Chains was successfully held in Beijing. The seminar, themed around “Exploring Joint Commercial Dispute Prevention under China–ASEAN–GCC Framework”, was hosted by ICDPASO, the Malaysia-China Business Council (MCBC, ICDPASO Council member), and the Asian Institute of Alternative Dispute Resolution (AIADR, member of ICDPASO Advisory Committee). The event was co-

hosted by the Secretariat of Maritime Silk Road Central Legal District and the Law School of Central University of Finance and Economics (CUFE), with support from the All China Lawyers Association (ACLA, ICDPASO Council member), and special sponsorship from Chance Bridge Law Firm.

In the Keynote Speech session, Datuk Professor Sundra Rajoo, President of AIADR,emphasized the increasing importance of establishing dispute resolution mechanisms centered on prevention as economic and trade ties between China, ASEAN, and the GCC countries continue to deepen. He noted that AIADR will collaborate with ICDPASO through cross-border training, rule-making,and online platform development to jointly foster an efficient and fair commercial dispute resolution ecosystem.

During the Announcement of Achievements session, the Memorandum of Understanding between ICDPASO and AIADR and the Memorandum of Understanding between Secretariat of the ICDPASO and Law School of CUFE were signed in the presence of distinguished guests.The Panel Discussion session was moderated by Dato' Quek Ngee Meng, Managing Partner of Halim Hong & Quek (HHQ) Law Firm. Mr. Teoh Kok Lin, Founder and Chief Investment Officer of Singular Asset Management, Deputy Chairman of the Malaysian Association of Asset Managers; Professor DONG Xinyi, Professor of the Law School of CUFE; Director of the Research Center for Science, Technology and Financial Law of CUFE; and Mr. PU Jie, Vice Chairman of the Arbitration and Mediation Professional Committee of ACLA, shared insights on risk prevention along the financial services industry chain from perspectives including regulatory overview, legal collaboration, and virtual currency. Dr. Emad Hussein, Arbitrator of Saudi Centre for Commercial Arbitration (SCCA), Qatar International Center for Conciliation and Arbitration (QICCA), Dubai International Arbitration Center (DIAC), Mr. WANG Xuehua, Chief Partner of Beijing Huanzhong & Partners Law Firm, and Datuk Professor Sundra Rajoo, President of AIADR, Global ADR Expert engaged in online and offline discussions on commercial dispute resolution under the China-ASEAN-GCC frameworks.
