On June 23, 2015 the General Office of the State Council promulgated the Opinions of the General Office of the State Council on Accelerating the Reform of the Registration System of "Combining Three Certificates into One  (hereinafter: “Opinion”) with immediate effect. The Opinion discusses the consolidation of three different certificates needed for the registration of new companies into a single certificate and requires the full implementation at all levels by the end of 2015.
As things currently stand, new companies requires, among others, the following certificates:
（1）A business license from an administration for industry and commerce;
（2）An enterprise organization code certificate from an administration of quality and technology supervision; and
（3） A tax registration certificate from a taxation bureau.
As per the Opinion, under the principle of “one license, one code,” all of these three will be consolidated into business license from an administration for industry and commerce and this license will have a single “social credit code.” The application would be through a single window after which all three departments would process the application before a business license is issued.
As per the Opinion, this scheme will have the following benefits:
(1) It will make the registration process more convenient and efficient;
(2) It will lead to increased standardization regarding the application procedures, requirements, etc…; and
(3) It will promote coordination between government systems.
